The sculpture was designed by Svend Wiig Hansen and installed on 28 October 1995. It was funded by the Municipality of Esbjerg, Statens Kunstfond (an art fund), and multiple private sponsors, to celebrate the 100th anniversary of the municipality in 1994.[1]

Just looked it up, they're partly based on the columns of a Greek Temple, like the one at Athens, made from alabaster overlooking the beach and sea and they're named "man meets the sea." Celebrating 100 years of Esberg's municlpal independence.
edit A bit like the Anthony Gormley sculptures at Crosby except they're not brave enough to go into the water...
