I did raise the question of whether the Cheltenham Festival should have gone ahead at the time. Reports on our local news appeared to suggest that the only extra precautions taken were 24 (yes, 24) hand sanitizers.
The jockey club is justifying their decision as being within the government guidelines at the time but maybe there should have been a bit more forward thinking?

The majority eventually. Otherwise once we are back up and running as a country (if they survive) there is always the possibility of prosecution. However, surely the point is to stamp on the impulse to travel as early as possible. This is the first really good weekend of the lockdown, which will be going on for a lot more weekends to come. Why wait until the problem escalates and there is a need to impose even more severe restrictions. In wartime folk weren't free to travel round the country, visit beaches etc without control. We are in fact at war, it's just the enemy that's different.

Yes. If they have jobs it can be deducted from their pay all be it in dribs and drabs. However, it's more about the best way to get the word out that the police are taking proactive action. I suppose they could just ask, but it's not guaranteed to get folk whinging on social media as much as a fixed penalty notice.

Unfortunately, some people fined have a record of dishonesty and will do anything to avoid paying.

At just after 1100 went for my combined walk/essential shopping around the village.
Within 50 yds saw a never before seen young lady unloading bags from a car by a neighbours house
Car park did not seem to have many additional cars from that seen earlier this week however in the shop, the only one in the village so if someone needs shopping that's were they have to go, I was told that there are 'quite a few' visitors around.
I then saw a neighbour, who lives alone, with a young couple walking in the village.
After getting home decided to do a couple of garden jobs and whilst doing this saw the young lady, I had seen earlier, again with the neighbours son who lives some distance away so seems they are 'visiting'.
Then, I have to say to my surprise, saw a lady that I know has a second home, at the end of my terrace, walking with her two children. I was surprised as her husband is a serving army officer so not sure they could claim to be unaware.

Apparently, Cornwall Council enforcement officers have been busy dealing with reports of holiday makers on beaches, in letting accommodation and on a camp site. The visitors have been sent home and the accommodation owners dealt with, including the camp site owner who said he didn't realise he shouldn't be open!

Sad to say TW, but I'm not surprised people have gone out and about as though everything is normal. As for the campsite owner - yeah right!
I can't see things improving either, next weekend is Easter, and overall the weather is getting better, so people will want to be out more and more. They don't seem to understand that it's not a matter of disobeying instructions, doing what they want and not what they're being told. It's for their own, and everybody's, sake.

What is wrong with people! Health workers, children and old people dying. All the economic measures the government have put in place. And still they can't do as asked. What has happened to people in this country? They all pulled together in the war, Dunkirk, The Battle of Britain. This isn't much to ask. Have the government got it wrong, should they be ordering and demanding?

In answer to your main question DEBSC I regret to say that Yes it is time for a heavy hand. I really don't trust the general population, either because they are ignorant, selfish or just bolshy. Take your pick.
We live in a cul de sac and in the last week I have seen 5 instances where the guidelines have not been followed. I'll wager 4 of them were unthinking but 1 just bolshy.

With regard to fines then the Gov should just sub contract it out to the private sector and get them to keep a small percentage, say 10%. £65 million sounds ok to me. They seem to like sub contracting so this fits the bill. The if they don't pay do what Husky says.

It was because of those who "thought?" they were following gov guidelines not just Cheltenam but all the weekend warriers,that the legislation was rushed through after Boris basically ,lost his temper with them,and we have ended up with this lock down and its not going to be a short one ,as some may think

hate to say it but this club put a promotional video on you tube advertising the fact that they were open when pretty much everybody on this forum was begging them to close all sites, i think the video lasted a couple of days before the club had to relent and gave way to pressure, so dont be surprised if, even today some sites try to drag in some revenue.

agree with you 100 pct , but try preaching this to somebody who lives on the 20 floor of a high rise in the centre of Birmingham who have maybe 2 or 3 children and have not be out for 2 weeks

short answer is yes, we should now be following the example set by countries such as France and Spain, my daughter lives in spain, they are allowed out once per day to walk the dog but no more than 50 mtrs from their front door, they are allowed to shop just once per week but if going in car only 1 person in the car and only 1 person shopping, you cannot shop as a couple. All beaches/parks are shut

The problem in all this situation is that the government have been entirely reactive rather than proactive.
Other countries were far quicker off the mark - hence the current problems over shortages of PPE for front line staff, paucity of testing NHS staff despite all the good intentions and "targets" set. Another example is Matt Hancock's appeal for NHS volunteers (75000 volunteered apparently). Mrs M volunteered the very next day, filled in the online application, attached her current DBS certificate (she has been visiting a local primary school as a Pets As Therapy volunteer), contacted our car insurance company to check that our policy would not be affected. And as yet has heard absolutely nothing!
So yes, the government should be ordering and demanding and the police will get no criticism from me if and when a stricter regime is introduced.

I don't think any of us want to see the military on the streets, they are doing enough to help the NHS and country as it is.
I am quite lucky living on Portland, my house is 180m away from the cliffs so get constant sea air and an open view across Lyme Bay to as far as Exmouth (not good in a stormy winter though!) took a stroll with the dawg down to the Bill, all the carpark gates are welded shut, only one other person there and he was doing the same as myself.
I believe we on the isle are virus free at moment, but, it would take just one inconsiderate person travelling from an infected area to bring suffering and death.
In the nicest possible way..……….Please stay away.
