I imagine the reason for the lack of outsourcing of jobs is that it would cost more. The most likely approach would be to engage a local cleaning company, in the case of toilet cleaning. If they retained the same number of wardens that would increase the costs and put up the price of sites which I imagine would be very popular!

I never said it would be cheaper or to do it to save money just that I wonder why they pay a warder to do it when their time could be better used on site looking after visitors. I know clean toilets is looking after visitors but more interaction with visitors, manning the desk with more than one person at peak times, manning the speed gun, measuring dog leads, organising the creche to stop children annoying the old farts etc..
It is a task I am sure the warders would like to get rid off and I know they have outsourced the waste management of washrooms already so why not the cleaning as well? Not saying they should or should not but it was just a query!!

Waste management in washrooms outsourced, what do you mean? Emptying the bins? flushing the toilets? or is it something that has always happened as the wardens could not do it and you're throwing that in as a red herring?

I have never gone on about cheaper prices so please correct yourself. I have mentioned different pitch types which may lead to cheaper prices by no EHU etc. but that is all.
I never said they should outsource but surprised they have not, it would be cost neutral in a way as the cleaning staff would likely be minimum wage as are most warders, but it would cost 2-3 hours extra a day but would mean the warders could do more of the things I mentioned. Oh and it would not be staff costs!!
Waste management such as "ladies sanitary bins" (sorry if that's not the correct term) are outsourced I think to PHS as I have seen their vans on a few sites.

Looking at it another way, If another member of staff has to be recruited, why not give the office part of the job to someone who is physically challenged, leaving the remainder of the site staff to attend to the many important on- site jobs . This would demonstrate that the CMC is a caring employer.

been happening on club sites for quite a while David, but sadly volunteers are in short supply. Remember a volunteer club site had to close due to lack of them.
Why don't you volunteer?

Of course disabled people can work for the work for the club but what you are suggesting is employing someone just because they are disabled, which is against the law and you cannot advertise for such.
You must not state or imply in a job advert that you’ll discriminate against anyone.

your definitions are quite unique to you David to suit your posts IMHO, like reservations and booking, to volunteer has nothing to do with good causes at all.
a person who freely offers to take part in an enterprise or undertake a task.
a person who works for an organization without being paid.

I can't remember how many club sites are run or part run by volunteers but there are several, did you know that members can volunteer?
In the case of Seacroft, which opens at the same time as the much larger Incelboro Fields site, ten minutes away, it is difficult to see what the problem is except less staff. Incleboro always seems to have plenty of staff on duty for arrivals etc.
If 1pm arrival makes it easier for the staff to run the Seacroft site it seems like a good idea, the OP only pointed out that the new arrival time hadn't been updated in March, lets hope it has now.
