I M H O the information that i was given some weeks ago, ref schools to be prepared for extended half term,, as it is looking more likely that we will be be in national lock down next week?
I think the "second wave" was fully expected some weeks ago when the above info was given
HMG and experts were hoping it would not gain such a foothold before then? mostly it seems brought on by student populated citie/towns and as usual the "fist draggers" and as several other more "controlling" countries have/are doing, trying local lockdowns first
By extending half term with a lockdown would also "save face" as HMG would not be especially closing schools as promised?

It poses the question of whether the Welsh First Minister has any jurisdiction over people from England, Scotland or any other country.
Even if it could be introduced, it would be unenforceable. There are no closed borders or checkpoints.

Under the emergency legislation enacted by all the devolved nations as soon as the pandemic was confirmed they all have very extensive powers additional to those available in normal times. Whether or not they have the ability to enforce the restriction is another matter, but I assume they may find ways to frighten invaders off

I've no doubt there will be powers. Imposing penalties on folk found breaking the rules in an area such as Wales is different to Mr Drakeford saying the following, if indeed he did actually say it.
“People from parts of England, Scotland and Northern Ireland that have high rates of coronavirus will be banned from travelling to Wales from Friday.”
Such a regulation surely needs to be made and applied in England (or Scotland).

No. I imagine that he may make it an offence for people in Wales to accept bookings from people resident in certain areas of England, Scotland and Northern Ireland and for those coming from those areas to travel into Wales. But I'm only guessing.

Herd immunity + vaccines for some of the population is excellent👍🏻, it helps with contagious diseases unfortunately as it proved recently with mumps & measles bad outbreaks a lot of new Mums are now anti vaxers & will not accept a vaccine & that will create issues going forward with the whole herd immunity theory🤷🏻♂️🙁

So looking at what’s happening around the country,it seems that a lot of people don’t like being asked what they can and can’t do , and deciding they will carry on and please themselves, I hope they were not the same people who when the first wave struck were standing at their doors applauding the NHS for their good work , double standards by some I think

More flesh needed by Friday. But legislation will make it an OFFENCE to enter Wales from Tier 2 & 3. Likewise for us to go to the same areas.. How it will be enforced we shall have to wait and see. Welsh police have a very good "Traffic" record, pus Local Authority Enforcement officers. Seems some drastic action is needed to bring the virus under control and the views from Liverpool suggests many are not heeding the softly approach.

but to me that's the point, being asked - that implies a choice. It should simply be being told.

But to me that’s the point , I don’t need to be told what I can do , it’s obvious to me that with a spreading virus the last thing I would do is put myself in a position of possibly catching it , I don’t need to told or asked to stay at home and only go to shops that are essential

There are plenty of people who do not even need to be asked HD. People like myself can use common sense to keep me out of harms way and to follow simple guidelines. However there is a significant minority who take no notice whatsoever of a polite request and will merely feed their own self gratification. It's the "I'm Worth It" brigade and sod everyone else who need to be told and that needs firm back up from the justice system to enforce it.
Of course you don't need to be asked but it's not just about those that fall into that category, otherwise we wouldn't be in this mess.
It's not just the possibility of passing this one to someone who might die, goodness knows that's bad enough, but they are wrecking peoples lives by forcing some into unemployment and tanking the economy which will need to be paid back. In short they are making matters worse, directly or indirectly for everyone who doesn't need to be asked.

You don't but from your post you are saying that others are not following being asked. For these then it must be told, or instructed and backed up by law

That's you, Husky. Others are not so aware, sensible or compliant. I'm afraid the asking nicely way isn't working with many and it needs the weight of the law behind it.
