Dutch Speed Limits

It looks as though Dutch motorway speed limits will be changing for 2020. Apparently they were increased to current levels in 2013 to 130 km/h but will be reduced to 100km/h between the hours of 6.00am and 7.00pm. Outside of these times they will revert to 130km/h. Not sure if it affects roads other than motorways, ie dual carriageways? This is a pollution cutting measure. It won't impact on towed caravans I imagine but could on motorhomes and anyone driving solo.
