It seems a silly rule to me, Oneputt. I can't see why a smile should be a problem in a photo. A photo looks so much nicer with a smile, don't you think?

The teenagers round our way chuck the glass bottles all round our local park, usually pick up several on weekend mornings
what really annoys me though us when the have to smash them first so it's broken glass scattered about in the grass, so dangerous

Are you applying online HD? It's a really efficient system - just upload your photo - they do al the necessary cropping automatically and even tell you straight away if your photo is acceptable or not. We both renewed last year - mine was all sorted within a week, Mrs M's took a bit longer because it kept rejecting her photo ....
.....I did tell her to take the burka off first, though!

I think celebrity passport photos must be interesting. Ten years on, applying for a new one, dimple like Kirk Douglas on chin. Distinguishing scars? Yep, my navel is now up by my chin, and there's a weird tuck behind my ears! Oh, and I have a bit of a trout pout!

Re the charge for garden waste collection. OH was at a meeting with the village council last night and this new charge was raised.
One of the questions raised was why not just put it on the council tax? seems they are not allowed to do that as some folk live in Flats and don't have garden bins. According to P&KC they are the only council in Scotland that don't charge.
Unless you know different.

Rain and wind a bit later arriving than advertised, so went for a walk around Clumber Park lake. Enjoyed watching the swans playing at being icebreakers, they are very good at it when it is fairly thin, as it was today. Just got back to the cafe for some hot soup as the rain started to get heavy. Now home and thawing out in front the fire. Rain heavy and wind gusting strongly, so I don't think I will be venturing out again today.

More wind and rain here this afternoon. Moving day tomorrow. The awning will stay up until tomorrow morning when the weather forecast says fair weather. Luckily, it's a day off from work for me tomorrow, so plenty of time to settle in to our pitch at Gatwick for 11 nights.

We have had no word on the proposals for the coming year, but at present East Dunbarton make no charge and are happy for you to have as many green bins as you wish.
Composting and/or recycling garden waste as much as possible stops them being charged to send even more stuff to landfill

We'll be going to the home address at Goring-by-sea later to swap over cars and get the Shogun back to the site ready to hitch up in the morning for our journey to Gatwick. The weather is continuing miserable. More wind and rain. Thank goodness we're not having to move today!

That is more or less how we started out many years ago although it was only £15 a year and it was only a seasonal service. The Council then decided to bring the green bin recycling into their mainstream services and the annual charge was abolished. It also became a weekly collection all through the year. There have been attempts at reintroducing the charge but they have always been shouted down. I think a lot of councils are in a difficult position finance wise with the cuts in Government grants. They are also limited on how much they can put up the Council Tax before they have to have a local referendum and we all know how they are likely to turn out!!!

Same here Kj which is why we oppose the charge, it's not long since they decided to stop cutting the front grass on a few of the housing schemes here. If you want them to cut it you have to pay for it now.
Which has resulted in some of the houses NOT cutting their grass and the areas are now looking very neglected. These housing schemes are/were local authority so now a mix of private and local authority.
The main fear I think with this new plan is that folk will just dump garden waste in the countryside. We don't have a big problem with fly tipping here because there is no charge to use the skip.
It must cost councils more to keep clearing and policing these fly tippers than it would to not charge.

If people want green bins round here they pay £35 a year for a fortnightly pick up and the contents get composted, there are tough rules about what goes in the bins. This sounds good value for a 26 week collection. It must cost quite a bit to run this service, we don't use it because we have room for a big compost heap and can burn wood etc. I think our council tax bills will be going up but we've all completed a survey about priorities we feel are important. I think last time there was an extra 2% ring fenced reserve towards adult care. We'll have to see what happens this year.
edit The alternative of course, is taking garden rubbish to the council tip, where we have to pay a fee and be registered for trailers etc.
