Travelling with Google Earth

1) I shall be doing a tour of Europe in my small campervan and thought it would be handy to have Google Earth with me. Does anyone have experience of doing this? Do I need a tablet or suchlike? Should I have pay as you go? Do I need an unlocked device? Do
I need a SIM card for each country? I shall need to see Google Earth on the go,not be looking around for WiFi. Any advice would be much appreciated.

2) Do I need to pay any special motorway tax or anything in any paticular country?
