And yet every time we go abroad (at least twice a year) we see folk towing cars on A frames. This year we saw Dutch, German, British and French cars all on A frames. Lots on trailers in Spain.

As I posted we decided not to bother with it anymore, we don't have the car now but we still have the A frame.

I have seen the odd A-frame configuration on a French motorhome. Obviously those involved are prepared to take the risk. It's unlikely that Germans would get away with it for long because the number plate on the back of the towed car wouldn't tie up with details of any vehicle that has been registered as a trailer. Consequently it would be treated as use of a false number plate, quite apart from the fact that the owner would be unable to produce a registration document for such a trailer. Also, next time the car goes in for the German equivalent of an MOT, they will find provisions for attaching an A-frame and ask for documents that these provisions have been type approved. However, no-one has ever applied for type approval of an A-frame/car combination.
