The updates to the driving licence regulations have been made and come into force from today 16th December.

If it's what I think it is it just means that all those that passed there post 1997 now have the same towing weight entitlement as those that passed prior to 1997. So no need for an extra test if you wish to tow a combined weight greater than 3500kgs.

I think it means anyone with a driving license can now tow any weight of caravan no matter when they passed their test. If you passed yours before 1999 (I think) then it won't make any difference to you at all.

No, it does not cover either "over weight motor homes" or even over weight caravans.
It is nothing to do with overweight, but towing limits, and as such it brings exactly the same advantage to post 1997 licence holders, either motorhomer or caravaner.
Equally, "we" can drive any vehicle up to 3500 kgs [max vehicle weight], and tow anything that specific vehicle can legally tow.
Precisely the same for each option, motorhomer or caravanner. Plus, equalising things between those with post 1997 licences, with pre licences.

Okay, but this change is as said about towing only, specifically granting automatically the "+E" licence.
What TobyL is referring to then would require our "B" licence moving partly into the "C" category.
I can envisage any like move on the maximum vehicle weight licences affect, bringing deep international acceptance implications.

Not exactly. pre 1997 had C1E's on their licence until age 70. This category does not extend to post 1997 licencees under the revised legislation.

I feel a bit sorry for those who’ve paid for training and tests but now don’t need to take them. Still, it may mean younger folk will tow with decent sized cars rather than making do with potentially underweight/underpowered cars if they didn’t want to take the test.🤷🏻♂️
