Probably. They made up the reason for Amber Plus status for France, whilst still allowing travel from Reunion by stating there were rising numbers of cases of the Beta variant in mainland France. Now it's been rectified for France, and Reunion has been moved to the Red list.
I would take it as 'advised' means for your own reassurance. However, given my son's experience recently of being diagnosed with Covid 19 after a positive PCR test, having had daily NHS lateral flow tests, all negative, perhaps there is some sense in it. IF you aren't feeling well or suspect you might have picked up Covid19 somewhere then a PCR test would make absolutely sure.

I think that the scientist suspect it likely, but have yet to prove or disprove, that the lateral flow test is less able, or unable, to identify those that are asymptomatic but nevertheless are carrying the beta variant whereas the PCR test will identify it.
Beta appears to be more dangerous than Delta but not so highly transmissible and there is concern that a combination will evolve containing elements of both, be highly transmissible, and which may be able to evade or partially evade the current vaccines.

Our son was in Spain last week in the course of his work duties.He took a PCR test before travelling out and prior to his return to the UK.A minor inconvenience only which allowed him to work as required.It also gave his girlfriend and us some reassurance.He said that he felt completely safe while there and he commented that adherence to Covid precautions by the Spanish public was very obvious,
He was far from "tourist areas" not being there for leisure purposes but for his work.

slightly off topic, but if one opts to take a PCR test prior to return to UK, is there an accessible online list of such testing Centres? Presumably, for many CMHC members, a Centre would need to be close to Bilbao or Santander.
Anyone had experience of booking such?

Testing at Bilbao or Santander airports - or search Eurofins Medicantabria on line for other clinics.
If you test negative you can sail back on the ferry, but if you test positive you have the problem finding a campsite in the area which will accept you and bring groceries to you for ten days isolation as a confirmed Covid infection case.

Surely this is all about doing what you think is going to be safest option for you and your family, irrespective of what governments say, unless of course they say that it is mandatory to have a PCR test before entering the UK and 2 days after arrival etc,
My Spanish daughter jumped through all these hoops when she arrived a few weeks back and as we were mixing as a family we supported all the tests she had to take, we also did home LF tests for 5 days. Her partner left on Tuesday to return to Spain, had no tests before leaving, non entering France, non entering Spain and is now home but will do a PCR test tomorrow just to be sure all is ok before returning to work, makes sense to me.
p.s. personally i would check with BF if going by ferry to see what there requirements are before boarding
