The only sure thing is that we'll pay.

But is the fact that you are clear at the point of testing just the point that at that moment in time you were free of the virus? My understanding is that how the body defends itself against the virus is two fold. There seem to be a question mark about how long some antibodies last but there is a view that T cells offer much longer protection. This has been the case with SARS-CoV-1 which is very similar to the current virus. T cells are still providing immunity 17 years on. So perhaps not all bad news! T Cells

When the Bank of England puts extra money into the economy (usually called Quantitive Easing) They usually print money to allow them to buy debt which creates more money in the economy. My understanding it is not debt as such. However the risks are that it can cause inflation to rise and also currency to fall in value so it's not without cost to the individual, but in a much more subtle way than a penny on income tax!!!

Well I have had 4 calls and been on the phone for 45 mins and so chilling my butter again!!
I am not at all sure about the effect of the initial Flintshire County lockdown or the following 'firebreak'.
Not at all certain what the situation will be at end of firebreak on 9th November as info comes in drips and drops.

The real question is how much it cost them. In the report I read the police declined to comment on the fine imposed. £10 is hardly a deterrent but £1000 certainly is. The lack of disclosure makes me think it was at the lower end of the range of possible fines.

If the "second home " really is a home and not a static seasonal caravan and they are paying local taxes, then I fail to see how they are breaking the law.
Who on here, would not think it is sensible to leave an area with very high levels of infection to go to their second home in a safer area.

They’re breaking the law because that’s what the law says. It is what it is🤷🏻♂️.
I assume it's to reduce travel and the possible spread of infection thus reducing the pressure on local NHS services in the areas of second home ownership.

The royal family seem to move from one 'second home' to another quite freely and without restriction . Also, as far as I'm aware and as you suggest, if it is genuinely an alternative home you can choose to reside there rather than at another.

When the firebreak lockdown ends in Wales on 9th November there will be no return to the local lockdowns that had been inforce in many (not all) Boroughs or Counties prior. Instead a Wales wide set of new measures will be in place. Retail including non essential will return to normal, hospitality will be subject to some restrictions. Travel within Wales will not be subjected to restrictions. Residents of Wales will be able to go on holiday within Wales. We will not be permitted to travel abroad for holidays or to England whilst English lockdown is in force. English citizens will not be able to enter Wales other than for work, education or health. (English rules). We will be able to Cross the border into England for work etc. There will still be restrictions on numbers allowed to gather indoors (15) and outdoors (30) for sports, no spectators. Two families may form one bubble.I have probably missed something but this is the jist of things.

You need to wait for the Bill to be published.

Would you like a link to the guidance instead? I'm happy to help.

Ooh LLM - if I closed my eyes and got someone to read me that post I'd believe a certain former poster had returned to the fold!
Well, I'm not going to search out the relevant law/guidance but I'm pretty certain (99.999%) that it specifically says overnight stays away from your main residence including in second homes is not allowed. And eminently sensible too I'd have thought. Most second homes are in areas with relatively low infection rates (at present) but, at least in the SW, rising quite sharply. Coupled with the relative paucity of ICU provision in those areas it would be madness to simply shrug ones shoulders and allow such usage (IMHO).

Just as a matter for my own interest, not having a second bricks and mortar home, is there a requirement to designate one as your primary residence and the other your second residence with any official body?

Well, for us, our "main" residence is the one we pay council tax on. We don't on our static which is regarded as a "holiday" home since the site is only open 11 months of the year. Not sure what the situation is with bricks & mortar second homes though.

I’m not sure about requirement but second home owners register their properties as such to gain Council Tax discounts. It’s a contentious issue and many LAs have changed their rules in recent years.

I have no interest in a second home other than my motorhome but I thought this might be of interest to some.
A stamp duty surcharge was introduced in 2016 so that those buying a second home must pay an additional 3% more stamp duty than the standard rate. The measure was designed to cool demand for second-home ownership.
Council tax. Other changes in legislation mean councils have greater power over the amount of council tax they can charge owners of both second homes and empty properties. Anglesey council imposes a 25% surcharge and Pembrokeshire 50%. Measures in the 2017 budget empower councils to charge double the standard council tax.
