There are specialist hospitals in these areas that people may have to attend. Personally if I or my OH had to stay somewhere in the area I would much rather stay in my own tin bubble or I could be just stopping overnight on a journey through say from the South West to Scotland.
Generally though I tend to agree that I wouldn't want to stay in a Very High Risk area.

Open all year sites in tier 3 areas will be open for people from those areas, and open for bookings for people from those areas only.If open all year sites in tier 3 areas are open for people from those areas, why is Southport closed.
Another question is would you be able to to travel To Southport site which is in tier 3 from Preston which is also tier 3. On that journey you would go from one tier 3 area directly into another tier 3 area. Also Southport while in Merseyside has a PR postcode which is Preston.

I've just read the info on CAMC website and it states that:
Our Southport Club campsite is now within the Liverpool City Region Local Alert level of Very High and is temporarily closed to all members and guests who reside outside of this area.
Our Blackpool South Club campsite is now within the Lancashire Local Alert level of Very High and is temporarily closed to all members and guests who reside outside of this area.
Which is what JK said upthread. Looking at Southport, there is no availability showing at all, so presumably, if residents of Liverpool City Region wanted to stay there, it would mean a phonecall to the site rather than booking online. The same with Blackpool presumably, for residents in Lancashire (but I won't be rushing to get a pitch anytime soon!).

Fact is though if you travel there you are still going direct from one tier 3 area to another tier 3 area. But Southport as an all year site is closed.
Just wish the other mayors and council leaders had b**ls like the Greater Manchester one has.0 -
My reading of it is that, for example, you can only visit the Southport site if you currently reside in that Tier 3 area. You can't travel from one Tier 3 area to a different one.

Not sure if you are talking about travel in general but the information states that you can't stay at the Southport site unless you live in the Merseyside Tier and your address will be checked before you arrive.

Maybe they should, let's face it, a lot of sites are due to close on the 2nd of November anyway, which is just over a fortnight. But as you say, that would hit them in the pocket, especially with half term looming. Although then again, with the new restrictions, how many of those bookings will have to be cancelled anyway? Liverpool city region and Lancashire are of course quite densely populated areas, so I'd guess there will be a lot of bookings from members in those areas.

There is certainly going to be a bigger police presence with Registration tracking cameras. Its quite straight forward action and easily enforced. What the police found on the last similar action is that a number of the cars stopped had defects and no insurance etc. Those were impounded and the occupants had to find their own way home. The best advise is dont try it.

Test, Track and Trace in disarray. MP's in rebellion. Other MP's flouting rules without sanction. Local leaders defying new restrictions despite rampant growth of infections. Former leader ignoring quarantine rules. Judges 21:25 or to quote Private Fraser "We're doooomed, I tell ye. We're doooomed"

It works the other way round as well. If we leave our lockdown areas we can also be prosecuted, not just the criminals. It proved very effective in reducing crime last time. At least we are clear in Wales not the confusion that appears across the border.

Peoples actions are very variable in many places. I do my main shopping in the week at our local Asda and Lidl and I have not noticed anybody not complying and customers courteously standing back if they want produce adjacent on the shelves.
We have stayed at home since late March. Most dry days I have been working outside; OH as well up to mid September. Garden under control. over 7 years of neglect sorted. garage sorted. 3 damaged paving flags replaced, new walkway behind the garage, A short 15 feet length of pathway flagged over as it was too low and never for walking on, just for a few pots with conifers behind a wall on the edge of the patio. 4 posts replaced to patio covered area and outside beams repainted. Most of patio repointed. Waiting for gutters to go back on the covered area before risking that as it will be affected by any run off from the cover over until gutters go back up on Monday. Neighbour is doing that as he can reach without steps
It is so good having good neighbours. He helped me put the new posts up and I said that I would not insult him by payment. I gave him 4 bottles of speciality beers and £140 to treat his two children.
I also gave him a £700 mower that was probably 7 or 8 years old but not used for up to 5 years ago as my arthritis meant as much time sitting as cutting. Started first pull. Also a 1/4 inch socket set and a good quality set of American Fine socket set and a full range AF spanner set of open end and ring spanner. He appreciated that as his motorbike has a mixture of AF and metric and he works on his mates cars and two have older cars that are all AF.
In many ways I have enjoyed the 'lockdown' until now. On wet days I have researched different recipes and written up many where I have gleaned ideas from different sources, and done some batch cooking. Not looking forwards to winter though!
Ah, 10am and so off outside as it is dry and a balmy 50F/10C Only 4 layers

If there is one thing that I am now sure about following our Chief Scientific advisers comment to the House of Lords committee yesterday stating that Coronavirus will probably never disappear even with a vaccine, is that we will have to start living with the virus and not keep shutting down the country with lockdowns. By all means try to keep safe with masks, hand washing etc. but no complete lockdowns.

It was my understanding that lockdowns, whether partial or total, were intended as a firewall to buy time until a vaccine and/or effective treatment was found. Although lockdowns cannot feasibly be an ongoing factor of life and need to be balanced with economic measures, I have no issue with them being used in the short term until we have other ammunition in our armoury.

Lockdown is a time saver primarily to stop the NHS being overwhelmed. As a consequence it is hoped the R level will reduce making a further spread slower. There is no magic bullet until we get a vaccine and then not 100% effective but it will make the virus manageable. Gad we took decisive action in Wales with enforcement. Much better than the fiasco in Manchester with politics putting lives at risk.

It will be interesting to see if these short shutdown periods which countries are trying at the moment will work to reduce the virus to a reasonable level or whether longer periods will be necessary. I know the first lockdown needed to be a lot longer than the two weeks some are trying now.

dont you mean more overwhelmed, reports would suggest that the Welsh NHS was not in a good state before we had all this covid madness ? so decisive action was a Force majeure
