Are Rallies Exempt ?
Are rallies affected by the new law that was announced yesterday about no gatherings, indoors or outdoors of more than 6 people or are rallies not gatherings ?

Even in pubs and other venues you can't congregate in groups of more than six. Therefore I assume it would in respect to any social gathering during your stay.
However, I can't see why it should affect the pitching of caravans at 6 metres spacing, really it's just another campsite. However, who knows? Perhaps the club can advise.🤔

As long as social distancing Rules are maintained then I can’t see any difference between a rally which is in effect a temporary site and a permanent site. Apart from on a rally you are unlikely to be sharing wrist bands.
Edit
Just seen the comment from SteveL

Hi bill,
Unfortunately, we cannot give you an update yet until we have been able to thoroughly review the complete guidance from the Government. It is possible that the restrictions due to be imposed may not be applicable to an organised rally that has a secure Covid risk assessment in place, but we need to investigate further. When I have more information I will let you know here.

Are Rallies not social gatherings rather than random people sitting in their vans in a field?

I now have further information on this. Rallies are fine to continue as they are considered a Covid-secure event with a Covid risk assessment in place. However, there should be no social gatherings on the rally field of more than six people, and the rally officer needs to collect data for the NHS Test and Trace (which they are already advised to do). We will be emailing all Divisions, Regions and Centres about this.
