it would be useful if you could use quotation marks, or italics, or some other method to help distinguish what you are saying and what you are quoting?
The following statement (see what I did there and how it helps?) you talk about is from the National college of policing (England only) and it matters not whether you or I think it's a load of rubbish it is what the police will use when dealing with the public. If you do think it's a load of rubbish then write to your MP and the college itself perhaps?
I see no relevance about your mileages at all but would hope the journey was necessary, and I don't need to know btw if it is or not.
what could be done... As people have been stopped and fined for what you describe I would say that it cannot be done but please feel free to test it?

I've made 3 or 4 journeys of around 25 miles each way to & from work each week of the lockdown but have only seen the odd copper out & about .... never seen anyone that looks like they might be being questioned on their journey. Being one of only a handful of cars out before 0600hrs on a week end, you'd think a Smart would have been a very easy target for a curious copper .....

The government hasn’t given official guidance on how long people are allowed to spend exercising outside, however, it should – like all other time spent outside – be kept to a minimum. Michael Gove told BBC’s Andrew Marr programme earlier this month that one hour would be considered reasonable. The Chancellor of the Duchy of Lancaster said: ‘Well, obviously it depends on each individual’s fitness. ‘But I would have thought that for most a walk of up to an hour, or a run of 30 minutes, or a cycle ride between that, depending on their level of fitness, is appropriate.’

You've already quoted that, Dave, and had it pointed out to you that it was not "government guidelines", just one minister thinking out loud (the give away is the phrase "I would have thought") about what he "considered reasonable".
But don't take my word for it - look for yourself on the gov.uk website - absolutely no mention of a maximum time or even number of occasions one is allowed to exercise.

well I would think that being out before 6am, and I assume alone, would make any police officer suspect you're not out on some joy ride.
The ones that have been stopped and fined are driving into tourists spots.

The Bluetooth is used to track proximity. I believe it uses signal strength. It also logs time of contact, as being close to someone for 15 minutes, say on a bus, is a lot higher risk than a fleeting contact. It does need data transmission to communicate logged info to the server. The amount used will be minimal. Basically they need as many folk as possible to sign up to this to make it effective. If we want to get out of lockdown, get the Sites up and running we need this. So well worth expending some data allowance.
As to those that analysis the data knowing my location, I couldn't care less. I would be fairly confident that the local burglars won't be able to access it to know when to break in. Not that we are going to be going anywhere for long, anytime soon😂

There is no limit on how long you can exercise for, but you should spend as short a time away from your home as possible. Stay local if you can and act responsibly at all times. Once you have undertaken exercise, you should go home immediately. Do not linger in public places. For example, after having gone for a run or a cycle, you should not sit down or rest away from your home, unless necessary for health reasons.Those are the government guidelines For as short a time as possible. Take it 2 or a cpl of hours is short them. What you call ambiguous

Taken from the Gov.uk website , to me that says you can go out to exercise once a day but for as long as you like , unless I am reading it wrong
