The following is a translation of an e-mail I received today
Dear friends of Camping Hümmlinger Land,
Prime Minister Stephan Weil of Lower Saxony has announced that overnight stays will again be permitted for our permanent campers from Wednesday (06.05.2020).
We still don't know which regulations we have to observe. As a precaution, however, we have already equipped all toilets with a dispenser with detergent for the toilet seat and the vestibules with disinfectant dispensers.
This first step gives us hope for a further opening for tourist guests in the next few weeks. We will of course keep you up to date.
We have changed our booking process so that you can currently book online without a deposit. You are welcome to secure your stand.
Obviously no news yet on tourers but some movement going forward

A good update OP. I have a sneaking suspicion that where countries are organised and administered more at regional level, getting back to a level of normality may be easier and a whole lot better to administer.

I'm not sure about Germany's tourism industry, as a few days ago there was THIS BBC REPORT saying that Germany's warning against worldwide travel has been extended until the 14th of June. Presumably that means for German citizens, but it's not quite clear whether the same applies to foreign tourists wanting to go into Germany.

Another e-mail today:
The State of Lower Saxony has today presented a step-by-step plan for tourism, according to which we will be able to receive tourist guests again next Monday. We're really glad!
While the permanent campers may come back to us from next Wednesday, the next level will take place from 11.05.2020. However, there are restrictions. The wording is as follows:
In order to reduce the number of contacts, the "guest turnover" should be reduced: for holiday apartments / houses by a re-occupancy period of at least 7 days and for campsites by a max. 50% utilisation. In the latter, there are additional hygiene requirements for the community facilities (e.g. sanitary facilities).
Thus, we will adjust the occupancy times of the rental properties for the next few weeks (seven days break between two bookings) and reduce the number of parking spaces by 50%.
Ultimately, the final decision will be made on Wednesday. If there are changes to this information, we will inform you again. If you have any questions, please do not hesitate to contact us.
