    If they can check the reg against the DVLA's data then the answer is yes. This should be possible, the London zone monitoring, congestion and emission already does this.

    I am sure that current camera system don't differentiate between car and car towing a trailer. Only different speed limits in different lanes are recognised,but that doesn't mean that technically it isn't possible to detect a towed caravan as opposed to a solo car. The Mesta Fusion system being tried out in France seems to do that, however, it would be interesting to know how the system differentiates between caravan outfits or motorhomes over and under 3.5 tonnes, for example, unless it has immediate access to the registration data of the vehicle involved.
