With the French Motorway tags they are not registered to a particular vehicle. So an employer could give such  a tag to an employee. They would just replace their tag with the firms. The employer would be able to easily check for misuse.

Enforcement of displaying a functioning tag could be carried out by devices similar to speed cameras, but with no idea of where they are. No functioning tag and fine through the post.

It would soon become economically viable to carry a few sets of false number plates around, perhaps a set of your neighbours car who you don't get on withinnocentwink

After all, the human factor of policing is now all but gone frown

The proposals are too complicated and open to abuse.. The best way to charge for road use is purely to raise the tax on the fuel. Those who use the roads most, pays the most.

If its like any other government initiative it will cost ALL of us more. Tax. tax until it squeeks is their ethos and the more it can be "stealth" the better.

If, to reduce tax liabilities, we leisure vehicle owners travel 'off peak' could we see the day that the club's site offices are manned 24/7?

I am thinking that travel after midnight, but before 06.00, might be the cheapest time slot available.

Would you really risk something that heavy on a grass pitch? The only way you can get hard-standing is to go for that midnight to 6am slot just mentioned.

When juggling with ways to reduce congestion, raise revenues by taxation etc. the law of unintended consequences applies. Many people will be aware of the extreme congestion in Athens. The government came up with an ingenious solution; they would allow even numbered registrations on certain days and odd numbered on the rest. You can guess what happened: many people bought two cars, one even numbered and one odd. Quite funny really.
