If the two local Santander campsites which were recommended to you last week say they don't accept dogs then it seems to me you have several choices,

    (a) hide the dog when you check in at one of those two, and if you are challenged by the manager when you leave express  wide eyed surprise, and smile.

    (b) drive 50 km. to one of the campsites listed in your ACSI guide which have no dog restrictions.

    (c) if you are self contained and self reliant follow the motorhomes to the Cabarceno zoo, about 20 minutes out of town, and park up for the night in the general parking lot by the lake - not the Aire for motorhomes only.

Another David’s suggestion of using Bilbao makes sense, but my experience is that the ferry into Bilbao is very inferior to the Pont Aven which docks at Santander. Hope this helps.

Those of us here in the far west know that Pont Aven sails from Plymouth on a Sunday afternoon, and arrives very conveniently in Santander at midday on Mondays - quicker and shorter than any of the Portsmouth sailings. But I am afraid this is a seasonal service and no help to winter travellers.
