Knaresborough Site
See that Harrogate District Council has recently turned down the Clubs request for this site to be open twelve months of the year.
Does not bode well for the other application with them, seeking the creation of nineteen all-weather pitches on the top field, plus new reception and Bistro facilities.
Caravaners appear not to be loved in this area!!!

That backs up what several of us have said in the other thread which is that it is often not CC's decision whether sites shut in winter.

Perhaps an idea to e-mail the local tourist office and ask them to supply details of sites open all year in the town

Good idea David - let's do it en masse!

Would a developer just simply a accept a knock-back from a council? Or would they fight back!
And in this case, it's not a huge housing development or an unpleasant industrial develoment......it's just asking whether an existing, fairly small caravan site can stay open a bit longer and thusbhelp the local economy.
Time to grow a pair and fight back, CC........

I've just emailed the council to ask them to re-examine their decision as we pay our Council Tax to Harrogate and I think this decision is wrong (even though I personally wouldn't use the site during the winter as it's too near home). Every forum member who might be interested should do the same.
I used the argument that keeping the site open would lead to more visitors and that every penny extra spent in the town helps business stay open, keeps high streets looking prosperous and ultimately helps more businesses set up and survive.

ChrisRogers, you are correct, but look at the 'objections' which have been made to this application. Worth reading as some local people do seem to have an odd view of behaviour and what actual happens on the site.
For the last eight years we have been fairly regular users, two three times a year for a couple of weeks at a time, as daughter lives in Harrogate and quite frankly based on the first rejection and the public submission made in this case, am of the view
that the increased development is not likely to take place. Hope I'm proved wrong as with an 'in' and 'out' entrance and exit we might get back to the 12 noon admittance and get away from the current debacle of the 1 o'clock arrival time.Perhaps it would be appropriate to submit 'late' letters of support for the development?

Here are two extracts from the planning officers report that make interesting reading:
"In 1991 planning permission was granted for the use of this site for the stationing of 11 twin unit chalets for use between 1 March and 7 January in any year. Condition 3 of this permission restricted the occupancy of any caravans using the site,
and read;‘No caravan/chalet on the site shall be occupied between 7 January and 1 March in any one year.’
The reason for the conditions was: ‘In the interests of amenity4 Condition 4 also restricted occupancy as follows:
The proposed unit/s shall not be used for any purposes other than holiday accommodation and shall not be occupied for periods exceeding one calendar month at any time by the same occupant and shall not be use as permanent residential accommodation.’
""Condition 3 of planning permission Ref prohibits the occupancy of the site between 7 January and 1 March. The reason for the condition was ‘in the interests of amenity’.
The condition allows occupation of the site during autumn/winter months, including the Christmas/New Year holiday period, but allows for a ‘fallow’ period during the late winter months. At this time of the year, surrounding trees, which provide good
screening to the site, are not in leaf, making the units on the site more prominent to public view with subsequent harm to the landscape. The reason for imposing Condition 3 still remains. There have been no material changes in circumstance that would warrant the planning authority altering its opinion and the applicant has not submitted any evidence to prove any such change in circumstances.
The applicants case being based on the demand for an extended occupancy period, but again with no evidence to support this claim. "

I think the problem is cost. Developers are usually looking at making millions and can therefore throw money at it. The club are perhaps looking at a few thousand a year before operating costs so cannot justify the expense.

Is the Traveller site at Knaresborough open 12 Months a year or does that have to shut?
Val I hope you are not using the tip at the other side of town seeing as you pay Harrogate council? ( joking)
