New towing rules abroad

there was recently a thread on here about a few people being fined by German police for not having a separate reg plate on their caravan. I can’t find the thread. Rules from the uk govt were quoted which essentially said you didn’t need to do so and the trailer rules were only for commercial trailers. I have read in another forum today that the rules have been updated by govt from today and now include the necessity for caravans to be separately registered for Europe. “Register your trailer to take it abroad” on gov.uk web site specifies caravans.
