Charging rates are set by service providers not the carrier. Sky and O2 are independant service providers although O2 provides the carrier network for both as it does for the likes of GifGaff and others
There are actually only four separate networks in the UK – Three, O2, EE and Vodafone. The likes of Sky, GiffGaff Smarty,etc use one of these networks to carry their services. They do not have there own networks.

The lebrano sim seems cheap enough to run at that price. will be looking at this for sure.
And as you said…hit the nail on the head, very much needed to phone ahead for site bookings.

I also have a friend on the O2 pay as you go, and they ,as you said do not get charged roaming. They just use their phone abroad as they do in the UK
More or less. It only applies to listed European countries, outside of those there is a charge. Also you can only use 25GB of your monthly data allowance abroad.
