Just a quick note which may help others intending to apply for their certificate, I stupidly just scanned my V5C to attach to the online application to find a pdf file of 3.7 MB the French Ministry site requires a document of 400KB Max. After trying all manner of methods to reduce the file size and various emails to the Ministry who were helpful and did have suggestions but still only managed to reduced my file size to 433KB but still just too large. It eventually dawned on the ageing Silver Surfer I scanned a Black & White document, success 160KB. Hope this helps others..

When I scan a document I always save as .jpeg as I find it easier to resize. You can download free software that will do this for you. Most scanned documents are too large to view so usually need reducing in pixel size so that they can be viewed more easily.
