Windbreaks

Using the new pegging rules, etc. Do windbreaks count as an item? Does your car have to be 3m from their windbreak?

As they are regularly used for space grabbing (granted they have other uses like shielding the BBQ, but on site that is usually the minority), is the use of them now off limits?
