Is the CL really closed or......?

A well know CL near Pembridge which has been around for a considerable amount of time is marked off in the magazine as being closed, but it isn't closed as it is now operating as a proper site and can now accept more than 5 caravans as it is a very large
site and has more than enough hookups although no facilities.

I wonder how many other CLs are crossed off as closed, but no mention is made that they are now a proper site?  Why can't they still be affliated to the CC like the C & CCs does with numerous sites?
