Is it really brand new?

If you purchase a new car and on delivery it has 200 miles on the clock, would you accept it?  Many people would reject the vehicle as feel that in the 200 miles it could have been abused and technically it is not brand new.

Following on from another thread regarding wheel nuts coming loose, the dealer admitted that the caravan had been towed from the manufacturer to the dealership a dsitance of perhaps 200 miles before the customer took delivery. 

Why is this acceptable in the caravan trade as you have no idea how the caravan was towed and also on what type of road surface?  Is the caravan still technically "brand new"?
