Gritting sites during winter

I came across this on the CC website.

Icy Conditions: Grit and grit bins;

For those sites that remain open during the winter period wardens will be required to provide salted grit in the following areas when conditions require it:

- Gritting/Salting the entrance area to reception

- Gritting/Salting pathway around toilet/showers; laundry; veg. prep; information centres; service points

- Grit bins will be available for members to grit additional areas of risk to themselves

I am very surprised that the CC expect their customers to grit the roads around a CC site.  Do they really expect people to grit the road for them?  Surely gritting is part of maintaining the site for use by customers?
