The 6m guideline

On page 65 of the magazine it refer s to a 6m requirement under the Caravan Sites and Control of development Act however nowhere is this mentioned in the act for touring caravans.
I am not disagreeing with the guideline, but shouldn't one make statements like this based on fact?
I would be pleased if someone could correct me and point to the specific clause in the Act that mentions the 6m distance. Thanks.
