ask the expert

I was just having a wander through the site and was looking at 'ask the expert' . The only experts that you can ask today are for insureance.  The rest are closed, except for the Q&A section. What experts are usually on this section and how do we use it. I'm asking as one section is just members. Do we get an answer right away?
