CL's accepting more than 5 vans

Have any other members noticed how lots of cl's totaly ignore the 5 van rule. I think the owners of lots of cl's treat the 5 van rule as a joke. Up to now i have reported 4 cl's for breaking this rule, 1 had 9 vans on and it seems the caravan club let them
get away with it.  Only last month i used one of these joke 5 van sites in Plymouth, and gues what 7 vans on the night i stayed. I have given up reporting them as the caravan club just lets the practice go on.
