How slow is 5mph?

The speed limits on sites is 5mph.

5mph is a VERY fast walking pace.

However, whilst away the other weekend, I watched, amazed, at the speed that the wardens were driving round on their little tractor and trailer. I would have had to jog at a moderately fast pace to keep up with them!

Should their tractor not be governed to 5mph to set a good example?
