To flush or not to flush???

Morning all, 

Just something I need to get off my chest, every site I have ever been to seems to suffer with this problem.  Why is people seem incapable of flushing toilets on caravan sites? 

Do they not flush at home? Or just when they are on holiday because they know the wardens and other guests will do it for them?!?

Any thoughts??
