Fish Retailer of the Year

I'm gobsmacked to see that Tesco has been voted Fish Retailer of 2014. Our local store has an awful fish counter and the 2 other nearest ones are almost no better. The fish always looks tired and the "dedicated fishmonger" is the assistant on the butchers
adjacent to the fish counter. The last time I bought a fish from them and had it skinned and filletted it was massacred. I now travel 30 miles to buy fish. 

Who picks the winner? Is it like the Car of the year which never seems right to me. 

Does anyone find their Tesco has an excellent fish counter?
