C&CC to introduce demand led variable pricing

Just had a email from the C&CC in advance of delivery of their new sites book. They appear to be removing fixed pitch pricing and replacing with a "range". Depending on actual demand against predicted demand prices can go up or down. They say many sites
in 2014 will be cheaper than this year and are keeping "over 55" discounts and other offers. Need the handbook to see the full details but what is your initial response to this as an idea?
