Towing Weights (again)

New to caravaning this year but I thought that I had understood the weight requirements for legal towing.

1. That the MPTLM of the caravan must not exceed the plated towing limit for the tow car.

2. That the weight of the caravan MUST NOT exceed the kerbweight of the car.

And yet I seem to be finding cars like the Tiguan & Korando where the towing limit is 2000kg but the kerbweight is much less than this.

Also, some car manufacturers (like Audi) seem to now show 2 figures for the towing limit 12% gradient & 8% gradient.

Can anyone clarify this situation
