Battery charger query

On the silver plate underneath my battery charger is written " SEC 12V (then a solid line over a dotted line) 7.5 Adc 11A rms"
Does that mean the power of the charger is 11 amps avarage? I'm guessing rms means 'root mean square'
No idea what SEC stands for.
