Is my touring caravan classed as a vehicle

The title says it all really. The reason I am asking is because,we are in the process of getting a drive done. Our county council are quoting  over £2500 to drop the kerb.So I was just wondering if I could get away by putting a slight ramp up to the kerb so I can move my tourer over this by the motor mover. As many of my neighbours have a drive but no dropped kerb for their cars.
