CL site Rules-are they there to be broken?

We have visited a number of CL sites and are amazed at how many of them flaunt the rules. We have been on sites that have had over 10 caravans on it, people staying in tents, charging you for electric despite it clearly stating that the pitch is 'with electric'.
also there does seem to be a number of sites now charging for awnings, dogs and anything else they can dream up

What used to be a more economical way of camping, is now hitting the same prices as club sites!
