Train Travel in France with a Dog

We would like to do a little travelling by SNCF Rail from the Provence area to Cannes / Nice. On checking the SNCF website, it would seem that dogs have to be muzzled. Does anyone have any experience of such travel to know whether they enforce this
rule?
