Breakdown in France

I had the bad luck to have to use Red Pennant on my last trip to France. They were really very good but I have to say that I am shocked by how "backward" the French recovery services seem to be. I have been to France many times and this is the 2nd time I
have had to call on this service. Over here the AA or RAC come out with a fully equiped van with all the modern gadgets needed for todays vehicles. Red pennant had to call out two seperate firms to deal with my issue, the first guy came out, walked around
the vehicle (scratching his head, honestly) said nothing he can do and drove off! The only tools he had were a screwdriver, hammer and low loader. By the way, the car alarm wouldn't shut off. Another call was made to Red Pennant ( who were very helpfull and
couldn't believe the first guy just drove away).  Anyway, second guy turns up (now been waiting 3 hours with alarm going off) again, no real equipment, low loader, hammer and screwdriver. Eventually he disconnects the battery and basically re boots the system.
My real question is don't the French have a  proper, well equiped roadside rescue service as my experience so far is terrible.
