Who block books the sites so they cant be used

I have given up with the cc sites. We used to be able to enjoy the freedom of our van but now sites are booked for months in advance at weekends -who does this - the flexibility a caravan offered has gone within the club - clumber park for example is booked
months in advance at weekend - who is this?
