Do speed limits apply to wardens?

Before I start, may I clarify that the following event did not happen on a club site.

Saw a driving towing his van off site at a speed close to the posted site limits. Was flabbergasted to see a warden on his mini tractor, pulling a trailer, overtake him.

I trust our guys won't ever be caught doing this.
