It don't apply to me

We were on a couple of club sites recently both well kept and had excellent wardens. But the 5 mph speed limit was mostly ignored. The dogs must be on a lead . It really is concerning when walking on site to have a dog not on a lead growling at us ! So is this a case of these rules don't apply to me?
