Why are they called "Fully Serviced"

The current thread about booking "fully serviced" pitches raises an interesting question:
Why are pitches with a fresh water supply and a grey water drain called "fully serviced", when clearly they aren't?
Unless I'm missing something, you still have to make the daily walk lugging the Thetford cassette, usually the most awkward (and for motor caravanners the heaviest) load.
I'm not saying that we should have pitches with 'black water' drains, in fact I think it would be a bad idea for many reasons.
Just curious how pitches can be referred to as "fully serviced" when clearly one of the three main essential services is missing?
