MOT oddities !!

Has anyone noticed that when a car goes for MOT now the garage will put an advisory on some cars saying "undertrays fitted obscureing some engine componants" or "plastic covers fitted obscureing some engine parts".This just seems odd too me as almost all cars are now made with these plastic covers which are mainly cosmetic but i was told that the testers are not allowed to remove any parts while testing.
