CLs for 5 vans only?

Having been on a CL when, by the time we left, there were more than 5 vans on site and, when looking at CL locations from Google Earth and observing clearly more than 5 vans in what appears to be the CL location it makes me wonder how strict the Caravan
Club are in insisting on the 5 van rule. I appreciate that you can't tell what's going on via Google Earth or what reasons people might have their van on site without asking them but I am wondering how, if at all, the CC police this 5 van rule? 

Personally, for us, one of the main attractions of CLs is the guarentee that there will be a limited number of people on site. 

Any other thoughts?
