Acceptable WiFi Speed?

I am currently at Black Horse Farm and trying to use the CC WiFi. Apart from great difficulties in logging on in the first place when I am logged on my download speed is a pathetic 0.6 Mbps and upload a negligable 0.28  Mbps. It is so slow that I can't log
on to the CC site due to the server timing out (I am submitting this using my 4G O2 phone connection!)

I know that this has been said before but how can the CC justify charging  for such a poor service. I accept that I am able to access the web but it is practically unusable.

How do I go about getting a refund?
