What is an acceptable time to leave?

I am not talking about the stipulated departure times for sites as I know that has been done to death.  What I would like to know is are there any rules about what time is considered acceptable to start packing up and towing away with due consideration for
your neighbours on site?  Reason I am asking is because we went away again this weekend to a Club site and were always under the impresion that vehicle movement should not start until 7am.  Our neighbour started getting ready to tow at 6am, leaving his engine
running for some considerable time, disturbing me and my husband when we had not planned to be awake at this time (being awake every other morniing at 6am when going to work, when away we like to "sleep in"a little) although I must confess I am an early riser
anyway. Just wondered if there are any rules about this - I know CCC have a rule about vehicle movement between 11pm and 7am but could not find any similar on CC.  Have looked at some commercial sites and some of them also stipulate something similar.  Thoughts
anyone?
