Maximum laden or unladen weight of the towing car

Hi all, im new to the caravan club and i'm a little confused about the weights that im able to tow with my car. I have a SsangYong Korando and it say's that maximum breaking towing weight is 2000kg. i've seen on some web pages that i can tow up to 85% of
my vehicles weight. Is this laden or unladen weight.
