How do they get-away with carrying cycles on the t

As a regular continental visitor caravanner I am amazed at the number of Dutch and German caravans I see with two cycles on either the towbar, or on the back of the caravan.  Goodness knows what affect this must have on the noseweight and the resultant stability
of the outfits, or am I missing something.  How do they get away with it ?  Can someone clear this up for me, please?
