Partial refund of site fees?

My parents have paid up for this year's (not next year's) site fees for a Caravan Club in East Sussex but due to my dad having a heart attack earlier in the year, they have not been able put their caravan on site this year let alone use the pitch. Is there
any way for them to get any refund on any of their fees for this year? I understand that a year's pitch fees are approaching £1000 and I am very distressed and so are they that this has been wasted.
